Will the Trump administration reverse its green card policy by December 31, 2026?

Resolves YES if by December 31, 2026 (11:59 PM UTC) the US federal government (via DHS, USCIS, or the President) issues a final, binding, official rule or memorandum that:
Explicitly eliminates the requirement for most green card applicants physically present in the US to leave the country to file their application;
Is published on uscis.gov, dhs.gov, whitehouse.gov, or in the Federal Register;
Uses clear language such as “adjustment of status is available without departure” for a class previously required to depart.
Resolves NO if no such document exists, or if the only changes are exceptions for small groups, non-binding guidance, or court orders that the administration does not adopt as final policy.
If you want to keep “Trump administration” explicitly, replace “US federal government” above with “Trump administration” and add: “If Donald Trump is not president on the date of the policy change, the market resolves NO unless the change is signed by Trump himself before leaving office or is explicitly ratified by Trump as a private citizen (not possible). Therefore, using ‘Trump administration’ is risky – I strongly advise using ‘US government.’”
